Electronic Advance Documents Service

The Electronic Advance Documents Service (EADS) provides information about newly appearing documentation of program value to support missions' outreach activities. The purpose of the Electronic Advance Documents Service is to alert mission staff and IRC clients to new documents of program value as they appear on Web Sites. It covers (1) U.S. Federal government documents, especially those from executive branch departments and those from the Congressional branch -- Committees, the U.S. General Accounting Office, and the Congressional Budget Office; (2) policy briefs from major private think tanks, especially those in Washington; and (3) major reports from national professional associations. (Journal articles are covered by IIP's Article Alert Service). A few new high quality, high relevance think tank-sponsored books are also listed with their descriptions on outgoing ADSURLS-L e-mails.

Copyright status. Federal government documents are almost always in the public domain and thus have no copyright restrictions. In the case of private think tank reports, the source may claim limited or complete copyright. When this is stated, IIP/IR notes at the end of the annotation: "Contains copyrighted material." The specific terms of copyright will be stated in the full text of the document online at the beginning or the end of the text. For example, the RAND Corporation allows unlimited personal/professional use of its studies, but no commercial reproduction without copyright permission from RAND. In some cases, copyright is satisfied by ordering and paying for a copy of the report/book from its issuing organization. When this is the situation, IIP/IR tries to provide posts with a source's Internet URL which gives instructions on how to order titles.

Electronic Advance Documents Service titles are listed on this Portal by State Department MSP (Mission Strategic Plan) codes subtopic in reverse chronological order, going back for one year.
